For that matter, stripping a spot (or "ring") of the vinyl cover off of the very bottom of the FD cable housing "loop" will effect a good measure of the benefit of using the bare- stainless housing. This for un-lined housing. I recall founding this out by accident, where the covering had cracked on it's own and the cable's movement survived the wet season with no need for the spray-'n-tilt routine.
