I don't think it's a Carlton.

The lugs are crudely carved for such a fancy custom-carving (by this, i mean the shorelines are excessively wide, and this would not have been done at Carlton / Worksop.)

I can imagine that the builder started with Haden blank lugs, and Carlton did not ever do this, to the best of my knowledge, they produced enough volume that they could mass-produce (or partially pre-carve) all of their lugs.

Also, there is something about the wrapover stays that does not match the Carlton design, which was done (at Carlton) with a custom casting, I believe.

Also, 90% of carltons came with a centerpull bridge on the seat stays, and this seems to have none? I can't tell because that picture is missing.

On the top-tube routing, Carltons used a 2-part cable anchor in the front, and a 1-part anchor in the rear. This seems to use a 1-part bullet-shaped anchor in the front, which was not used on Carltons.
