Paul I have before sending frames to painters checked frame for poor filing of lugs, rust and other defects. Than I have filed lugs to smooth contour. Sanded rust out to see what is under it. You can't expect painter to do a good job if their are problems beyond what his fee will cover, I spent over 40 hours filing on my 59 Hetchins. BB was cast iron and very rough. Lugs needed filing. Were tubes were rusted I sanded to bare metal to see what was below than I took it too Ed Litton who found a small crack in seat stay after removing paint which we added a rear rack braze on to fix.
