P.T. the way I understand it, and mine was done the same way. PalPay holds the $$ untill they get paid, then they pay you. A new account with no feedback may or may not be a scamer. I like to give the newbie the chance with smaller stuff. I wouldn't dare send a refund, just hold the bike untill it's cleared. Every body has to start some where. The verified or certified accounts pay instantly. Be patient and help a newbie along.
