In the last year, I had a couple of eBay transactions with CR members, both for complete bikes, KOF and vintage, and both featured the same "pending" announcement with same 3 week elapsed time. As these members will attest, it was quite a shock. We all had very substantial eBay experience, and for me as a former seller, a reason for relief that I no longer sell in that forum, because in the fine print you will see that once you receive positive feedback from the buyer, the money is yours if you're using Paypal in a matter of hours, not weeks. As I was comfortable with the seller in both instances, I sent positive feedback prior to receipt of the bikes, permitting the sellers to receive their moneys in a timely fashion; I've felt well rewarded in both transactions. In both cases, the seller alerted me to their predicament, and I exercised a bit of educated discretion, made all the more viable within the fraternity of CR. Your experience with an eBay newbie is something you both will have to work out. If the buyer is somehow known to any CR members, it'll make the route a lot more comfortable.
