I had it done to me again this week on my new account. In an effort to better clarify I called Paypal to get the specifics. Pending payments are YOURS and are in your account for UP TO 21 days and then released. If you use Paypal shipping services and they see that it has been delivered it is released in approx. 48 (PP automated) hours. When the buyer leaves feedback it is released in approx. 24 (PP automated) hours. If you happen to be a member in good standing with other accounts on eBay you can get them to exempt you from these rules which I was able to do. They were very nice about it and even called me back to verify that it was completed.
