I am pretty sure that frame was made by Roland Csuka, who built the "true" Singer frames at the time. (Ernest Csuka was the constructeur, who designed the frames, and usually did the braze-ons, racks, stems, etc., but rarely built a frame.)

The "contracted out" frames usually have cheaper stamped dropouts and are altogether of a lower "grade."

The decals changed in the early 1970s. The frames on e-bay had the correct older decals with the thinner "Alex," which were used from the early days of Alex Singer. Only the later decals mentioned "E. Csuka, Constructeur."

For shipping, if it can be made to fit to Postal size requirements, airmail often is the best and least expensive, albeit a tad risky, option.
