They could also be Agrati, they made a forged drop-out which was available with or without Simplex hanger at least by the early 50's, not sure when they were introduced. If the rest of the frame is 1946 then that seems pretty early for a (British) frame to have forged drop-outs, especially so soon after the war when frame parts were very hard to come by.
