Robert,

The Module E rims first started showing op on mid range French bikes in mid to late 1975 along with the terrible Michelin Elan tires. The 1975 Gitane Tour de France came equipped with this combination in 27" with Schrader® valves. We always held the Module-E rims in contempt because of the Elan connection! ;-)

I forgot about the early Module-Es with the gold warning label:

"Utiliser imperativement une meche fond de jaunte coton adhesif largeur 17 m/m" (Use an adhesive backed cotton rim strip 17mm wide.)

Module E rims were developed in conjunction with Michelin's Elan tires. They had hooks or lips inside to grip the oversize beads on the Elans and subsequent high pressure tires to prevent them from blowing off the rims. The combination was marketed as clincher replacements for sewups but in reality these wheels in 700c size allowed a cyclist to ride clinchers for everyday use and switch to sewup wheels without having to adjust their brakes.

The Michelin Elan tires had a very thick vulcanized gum rubber casing with a nylon hairnet like material embedded in it. We stopped selling these tires by early 1976 because we had so many problems with the casings blowing out at pressures above 85 PSI! They blew out on bikes sitting in our show room!

In 1976 Wolber introduced their W20 tires in 700x19c and 27"x3/4" sizes. They had fine pitch cotton casings and handled 100 PSI without any problems.

Sometime in 1976 Rigida introduced their 1320 rims to compete with the Module-E rims and later Super Champion brought out their Gentleman rims.

I rode sewups or big fat 700x28c or 700x30c tires in those days so I'm not real familiar with the history of "skinny" clinchers.
