In the US, these are called coupling nuts. Metric versions are somewhat of a specialty item, but can be purchased from http://www.mcmaster.com.

This seems like a reasonable solution that'll keep you from having to modify the forks. Use a grade of Loctite that won't require heat to remove (like 222 (also from McMaster-Carr)).
