I am thinking that might be a bike made by Dick Swan who co-wrote the Answer Man column in Bicycling in the 1970s?
If I am correct, he is a British fellow who worked in the USA at Kopp's Cylery in Princeton, NJ.
He apparently went back and forth to England, wrote a book or two, made frames, etc.
I could be wrong or confusing two different people....?
