I've seen a similar one in the wilds before (while in Utrecht, NL on a c.pre-80s? Koga Miyata tourer) attached to a Shimano 600 (yes, 600 not 500!) centerpull. Similar to the TA rack of course, but apparently designed to work with these different dimensions...
