I used to have Woodrup Giro Touring exactly like that one. Mine was, as I understand it, a Euro-Asia import; their little cyclist logo was engraved into the top of the rear brake bridge. Does yours have that? If so, it's just like mine. I got mine from a bike shop in Diamond Bar, CA (LA area) called Cycles Olympic. I picked it up in trade in 1988 and they had had it sitting around since the early 80s. Here are some pix of mine, and a write-up (it went through two iterations, didn't get ridden much, and then I sold the F&F as I found it too stiff to plane):
