Nicely detailled frame. Would have thought that first '69' might indicate year of manufacture. The circles in the lugs are a good clue. Clubs tended to follow one shop. Try googling Stu Benstead, leading Archer Road Club man to ask if he can remember. Or see if Steve and Josie Heffernan are still in their West London bike shop - again, Archer members way back. I'm not well versed in the frame numbers but the frame looks very much like a Pat Hanlon frame that i once owned,especially the shot in stays.Seatpost diameter would indicate reynolds 531db. Adam Bownass accrington,england.
