This is probably the most subjective aspect of bike setup. There are some formulas out there, but there are also people who say the forearm measure works, the knee clearance thing works well, the plumb line from the nose, axle occlusion, or hand/axle position.
Ultimately it's that you have to find the position that works, not so much the method.
