Actually, the spokes DON'T cross heads on a 36h high flange hub when laced 4x. See attached photo. It's also about as close to tangential as you can get (within a degree or two IIRC.)
They will on a 36h low flange hub though, and on a 32h high flange hub too.
I agree with everyone else who recommends NOT lacing radial. Bad idea.
