Of framesets made between 1984 and 1989, in San Marcos, California, the last digit of the year was the first digit stamped into the BB.

Ergo, of your "9094," the first digit, "9," signifies your frame was made in 1989. The 94th frame made in 1989.

My cousin hand-stamped his 1989 teapots with the same system. Watch closely or you'll miss it:
