Swallow cycles from Essex, Great Britain offered this frame design on their large sized frames from the late 70s until the 90s. The frame featured in the ad certainly uses the same lugs as Swallow used ­ though they were also used by many other builders too. If you can get a frame number and frame number location I could probably check that possibility out.
