The correct expression for people who over-bid an item is "over-enthusiastic amateur" ...properly indicated with a shake of the head, a single slightly raised eyebrow, a supercilious single-sided smile, and an attitude of infinite amusement at the antics of such boors.
Granted, in the vernacular, this could be translated as "more money then brains".
But "...lack of huevos" indeed. I'm surprised at you, Paul (and I've been one of your - apparently, by your observation - testically deficient customers in the past, too ...oh my, oh my).
Exercising an "intelligent assessment of fair market value" would be MY observation of bidders with enough experience to accurately judge the fair market value of an offering, and so choose not to become involved in an auction as a perverse form of emotional entanglement.
This doesn't necessarily mean that far too many sellers - present company excepted, with certain key exceptions to the "excepted" list only recently and glaringly revealed - likely have an extremely inflated idea of the fair market value of their offerings. But I've seen "amateur" (see above) sellers at least as often as I've seen amateur buyers.
I've also had the pleasure often enough - and especially recently, as I've unsuccessfully tried to (on numerous occasions, sigh) acquire a **reasonably** priced set of Campy steel 1037/A or 1038 pedals, my first ever pair, for my Mercian project - to bid against the inestimable "kauzo".
And - based upon those forced observations - I don't really believe that he's an "amateur" bidder.
I can say, with a certain amount of smug Holmesian logic, and after inadvertently following his bidding patterns while seeking similar items for my project, that I seriously doubt "kauzo" is even a collector per se (he's obviously an enthusiast btw), but offer the likely alternative that he's purchasing for eventual resale (likely enough, on the Japanese/Asian market).
Which leads me to the almost inescapable conclusion, and one based upon *your* original assessment of _bidder_ physical abnormalities, and so to humbly counter your "lack of huevos" error ...with the more accurate correction that, perhaps - certain - sellers are exhibiting a marked lack of marketing savvy (and which "kauso" consequently exploits).
Far be it from me to even remotely suggest that this might imply a certain fair shade of hair colour (and point to the vast store of American cultural homilies about lack of mentational resources by the inheritors of those whom are genetically so pre-disposed) on *sellers* whom are apparently - and publically - pleased with being so taken advantage of ...but I'm certain sure that such crass observations will inevitably be so drawn.
(Did you hear the one about the blonde seller on eBay and the Asian seller ...etc, etc.)
I could be wrong about "kauzo", of course ...but that wouldn't lessen the value of my counter assessment here one twit. Or nit.

Amaki. For those of you who don't know Akihiko, his ebay moniker, "Kauzo",
strikes fear into many a competitive bidder, but more often than not results
in lower bids than many sellers anticipate (the "Fear Factor" - or "why
bother to bid - Kauzo's gonna win anyways"). He's actually quite a
passionate collector, still on a learning curve, but with deep enough
pockets to afford all the study materials.
