It's the same meaning. "Brev." stands for Brevetto the italian word for patent (or license). You can roughly date NR/SR components because Campagnolo switched around 1980 from "Patent" to "Brev." maybe to strenghten the italian image. There are exceptions, though with very old parts, but a period correct early 70s NR bike should have only "Patent" parts.
