At the very beginning they came as a set, later a la carte. At the time we figured the reason was that it was unwise to tighten down a crank with a Ti bolt, either into a Ti or steel axle (or spindle your choice) as the bolt head would fracture off prior to the torque spec. being reached.
And they polish up to such a nice tint.
