Lou - I don't have experience specifically with the track hubs, but there are a couple of possibilities:

In my box of Phil spares there are fixing bolts in both 5/16" x 24 tpi, and 3/8" x 24 tpi. I think that these are both standard SAE NF (fine) threads. Respctively, these take 1/4" and 5/16" allen keys

I believe that the later ones may have been metric-threaded.

I'd wander down to the local hardware store and exclude the easy ones. Up in the attic there are some Phil hubs that are later, which I've always used with QR skewers. For you, I'll go up in the cold dark space, fetch the wheels, and try to see what if any bolts lying around fit them -- if one of these options doesn't work. :-)
