I notice it says "Note that it was an extra 10 shillings, or 1/2 pound to have the frame fully lugged."

I presume that a frame not "fully" lugged would have some parts "bronze welded" instead. Would that be the bottom bracket? I'm thinking with the curved seat tube, it would enter the BB at an odd angle.
