No, actually the last one shown in my post...

Cyclo chain adjuster for horizontal dropout: http://www.fixedgeargallery.com/2005/may/AndyWelch.htm

...is a for a road style (horizontal dropout) dropout; shaped like a U and swings around to the rear of the dropout. The Cyclo adjuster mentioned by Russ was designed to be used with dropouts punched from sheet steel, not the thicker forged steel dropout. The design wouldn't be ideal for forged steel dropouts in my opinion. Not much demand either.
