I say: Hmm, any pics of the particular stem you are thinking about? In the meantime surf on over to the framebuilders list, here: http://search.bikelist.org/getmsg.asp?Filename=framebuilders.10703.0080.eml for the guy who has most of the quill stem build kits left. I would recommend starting with the standard quill-wedge-cap-bolt package and going from there as that will save you a ton of fab. At the very least, get a few sets from tom to start with so you have some standards to customize off of.
