I don't know for a fact, but I suspect Stronglight. Stronglight did make Mavic's bottom bracket assemblies (even with the "unobtainable" bearings as Mavic asked!), so I would think they might have been asked to do the cranksets as well. I have been told by a few people that Stronglight did make the Mavic 630 ('Starfish') crank which were 130mm bcd.
