Gear restrictions for Junior and Youth riders are still (and quite rightly so) in most of Europe. My son Keir when racing in Holland this year was restricted to a development of 6.3m, in England he has been restricted to 6.03m (I think equivalent to about 74in). Next year in England he is allowed 6.9m - Shimano markets a cassette even now for Youth racing with a 16T top gear sprocket.
