It's a Universal Mod.50 brake lever.

The lever is pretty easy to correctly identify because it has the bikini, half hood and angular bend at the bottom of the lever of a Universal Mod.50 (circa 1950) brake lever. The Universal Mod.51 (circa 1951) lever had a full hood.

Don't know about the apparatus on the brake caliper.

I've seen this photo before and reminds me that Bevilacqua looks like he is riding a bike that is quite a bit too small for him. In my opinion of course...
