I've had good luck with white liquid shoe polish. There are special versions that are meant to cover scuffs that have lots of solids mixed in the liquid. Skating shops use to (still do?) carry brands that worked on skating boots really great, and that's what I used (sorry, don't remember the brand anymore George). You can also burnish the spots with your fingernail or tooth brush handle to make the spot smoother.
