I don't know a great deal about Tonard frames but I did go through their basement London "works" once in the 1970's.

The firm's name was Tonard Brazing and they were a "contract" builder of frames for other retailers and manufacturer. I've never seen a frame labeled Tonard but they might have done. Richard Sachs had more opportunity to get to know the owner than I did.

Tonard also built racks from steel rod (a bit like Karrimor) and I later imported/distributed their racks for several years.
