A "C" serial could make sense if it was manufactured prior to the regular production frames.

I have pics of D and E serial white Pro frames with eyelets on front and rear. I have also seen frames with Zeus dropouts or Campy dropouts.

"Creative" application of graphics. Whatever was in stock, in reach, .....close enough for Raleigh.

Sorry, no clue on the other details. I've come to expect nothing less than weirdness from Raleigh.
